It was the tale of two explosions: the first, a likely Ukrainian attack on the Russian-built Kerch Strait Bridge sent smoke billowing into Crimea’s skies and lit up social media in the wee hours of Saturday. The second, Russian cruise and ballistic missile strikes hit the heart of downtown Kyiv, Ukraine’s capital, on Monday morning, targeting a 3-year-old glass pedestrian bridge in a Kyiv park in addition to some playgrounds. A chunk of the Russian bridge collapsed into the Black Sea; but even amid ongoing air raids on Monday, the glass bridge was still standing.
That was the split screen that Ukrainian officials tried to emphasize on Monday, as Russia launched cruise and ballistic missile strikes across the country, which targeted civilians and energy infrastructure, killing at least 11 people and injuring more than 87 people. The reprisals struck Kyiv for the first time in months, during rush hour, in what Ukraine’s National Police described as the largest missile assault on the country in its history. But even as Ukrainian and Western officials described the attacks that left a smoking crater in Kyiv’s Taras Shevchenko Park as an act of desperation, and as Ukrainian President Volodymyr Zelensky stepped outside Mariinsky Palace to record a defiant Telegram message, they acknowledged that the war-torn country would need more air and missile defenses to guard against the Kremlin’s increasing salvos—and fast.
For months, Ukraine had been seeking long-range rockets and plentiful artillery shells; after Russia destroyed public schools, parks, playgrounds, and power plants, Ukrainian officials were urgently resorting their weapons demands to NATO nations. On Monday, Ukraine’s top parliamentarian, Ruslan Stefanchuk, sent letters to congressional leadership calling on the United States to prioritize the delivery of National Advanced Surface-to-Air Missile Systems (NASAMS), which are jointly produced with Norway, as well as counter-rocket, mortar, and artillery systems—a clear sign that those defensive weapons had moved up the Ukrainian military priority list ahead of multiple rocket launchers, fighter jets, and long-range rocket systems that Kyiv has been demanding for months. Zelensky, after a phone call with U.S. President Joe Biden, stated that obtaining air defenses was his No. 1 priority.
“Ukrainian Armed Forces had successfully [shot] down almost half of the missiles and Iranian drones, but unfortunately our air defense resources are limited,” Stefanchuk wrote in the letter seen by Foreign Policy. “By this attack, Russia received no military advance; it was an act of terror, targeted exclusively against the civilian population. NASAMS Ground Air Defense Systems are crucial to secure critical civil and military infrastructure from Russian cruise missiles and bombings, while Land-Based Phalanx Weapon System (C-RAM) would allow for the closest point protection of the most important objects, especially crucial power plants.”
Stefanchuk said Ukraine was also seeking American F-15 and F-16 fighter jets to enforce a no-fly zone against Russian cruise missiles and bombers, possibly with air-to-air missiles. Ukraine also wants the Biden administration to shake off its reticence and provide longer-range U.S. Army Tactical Missile Systems—known as ATACMs—which could hit Russian targets 200 miles away, and Gray Eagle strike drones to counteract the off-the-shelf Iranian drones that have wreaked havoc on Ukrainian lines. Politico reported this month that Ukrainian officials were putting greater emphasis on requesting air defenses from the West.
Although Western air defenses could provide a patchwork shield against Russian missile strikes, the arrival of new batteries would not make Ukrainian airspace a no-go zone, even as the country’s native air defenses have held up for more than 200 days—far longer than Western intelligence agencies initially anticipated. Russian Kalibr cruise missiles, the Kremlin’s weapon of choice in Monday’s strikes, fly at lower altitudes that allow them to more readily evade air defenses. Western officials believe that the Kremlin’s stocks of precision-guided missiles have dwindled significantly since Russian President Vladimir Putin’s full-scale invasion in February.
But nearly eight months into the war, Ukrainian troops are still left with makeshift options to defend against Russia’s onslaught from the skies—and today’s strikes only brought more urgency after the attacks shattered the relative calm that had fallen over Kyiv in the past few months. On Monday, a Ukrainian territorial defender managed to shoot down an incoming Russian missile with a shoulder-launched rocket. In downtown Kyiv, missiles blew out the windows of university buildings and a blood-soaked older woman, who had been walking her two dogs in the park, was hustled away from the scene by a firefighter.
And officials are warning that the worst is yet to come. Stefanchuk, the top Ukrainian lawmaker, said Russia was likely to continue to escalate attacks on civilians as Ukraine advanced on the battlefield in an effort to cut the public off from heat and electricity ahead of looming subzero temperatures with the coming winter—threats that have been echoed by Putin’s allies. Zelensky, who huddled with his top advisors to discuss the energy situation, said Russia had targeted energy facilities in nearly a dozen regions of the country and called on the Ukrainian public to reduce electricity consumption for a five-hour period on Monday evening to prevent an emergency shutdown after a series of strikes on power plants.
For weeks, the Kremlin has telegraphed that it has wanted to slow down Ukraine’s battlefield advances with strikes targeting infrastructure and civilians. Russian troops’ cruel logic, experts said, is that if they can’t beat Ukrainian troops on the battlefield, they will try to harm their wives and children at home. And Putin also has to play for time, spreading out Ukrainian defenses, with a purported 300,000 mobilized Russian reserves not set to be ready for weeks, if not months, to prevent ceding more ground.
“If the strategy that Putin is pursuing is to play for time so that you can build up your own new forces through mobilization and gain time for economic warfare against Europe to properly bite, moving to the point where it really starts to genuinely wreak havoc, … then you don’t really want to cede somewhere that’s actually quite defensible and where they have a lot of prepared positions,” said Jack Watling, a senior research fellow for land warfare at the Royal United Services Institute, a British think tank.
With images of Kyiv’s blood-spattered streets all over the news, Western leaders rallied around Zelensky. Following a call with the Ukrainian leader, French President Emmanuel Macron, who has hesitated to send more weapons, called today a profound change. The German defense ministry pledged that the first of four IRIS-T air defense systems, a truck-mounted infrared missile that can hit targets miles away, would show up in Kyiv “within days.” U.S. officials have also said that some of the eight NASAMS batteries pledged to Ukraine will begin arriving in the coming months, though some of those systems are not available to be pulled out of defense stocks and will need to be manufactured.
Zelensky is also set to join a virtual meeting of the G-7 nations tomorrow. And U.S. Defense Secretary Lloyd Austin and Chairman of the Joint Chiefs of Staff Gen. Mark Milley are set to head to Brussels on Wednesday for the latest meeting of the 50-nation Ukraine Defense Contact Group that will hash out Kyiv’s latest arms requests.
But for some Ukrainian officials, Western military aid is coming too little, too late—feelings that were echoed within Zelensky’s inner circle.
“I think it’s obvious to everybody they should have been here before today happened,” Oleksandra “Sasha” Ustinova, a Ukrainian lawmaker who has made several trips to Washington in recent months to urge U.S. counterparts and administration officials to speed up weapons transfers, told Foreign Policy in a phone interview. “I don’t know what the excuses are, but it costs lives for Ukrainians. We’re not asking for offensive weapons. This is purely defensive—for the civilians.”
And that’s becoming more urgent, former U.S. officials said, as Putin is increasingly falling behind in the military ground game.
“This shows that Russia only has one option to respond to successes by the Ukrainian military: attacks designed to terrorize Ukrainian civilians,” Mick Mulroy, a former U.S. deputy assistant secretary of defense, told Foreign Policy in a text message. “The Russians are losing the war on the ground and are not turning that around.”
“The U.S. and the international community must immediately provide the Ukrainians with the most advanced air and missile defense systems available to guard population centers,” he added. “[T]hese attacks will likely only get worse.”

How to Travel in Russia
If you are planning a trip to Russia, here are a few tips that you need to know to get started. First of all, make sure you have a valid visa and a sponsor. If you are staying for only a few days, a Russian visa is not necessary. Most hotels will register your visa at the time of check-in. If you are traveling for a longer period, you might be able to get by without one. Be aware, however, that the Russian police are authorized to check your documents.
To avoid scams and make sure you've got enough cash, keep in mind that Russia is one of the world's most expensive cities. While it's easy to get by using credit cards and ATMs in major cities, you might find it difficult to withdraw cash. While most ATMs are available, they are often empty and may not have enough cash on hand. Travelers checks, however, are generally not accepted, so make sure you have cash to cover all your travel expenses.
The process of getting a visa in Russia is different from that of visiting the country. Generally, you'll need an invitation from a Russian educational institution or language school. However, some local governments have the power to invite foreigners to their city to attend cultural events. The local government can send a message to the Russian Embassy or Consulate overseas to invite visitors. These messages are accepted, but you may need to fill out an application if you're going to travel by yourself.
When путешествия по России, make sure you practice your English! This will impress the locals and help you get around. In addition to the cultural heritage, you can also take advantage of the country's numerous National Parks and Nature Reserves. The Volga Dream cruise explores the waterways between St. Petersburg and Moscow. It includes a visit to Kizhi Island, the Golden Ring town of Yaroslavl, and ancient churches. The cruise is also accompanied by a stay in a central hotel in either Moscow or St. Petersburg.
Saint Petersburg is another city with many museums. It is home to the world's largest art collection. You can also visit the Peterhof Palace, which has beautiful gardens and golden fountains. The Amber Room is another must-see, as well as the Church of Spilled Blood, which is covered with mosaics. St. Petersburg also boasts the Mariinsky Theater, which is one of the city's most popular attractions. Then, make sure you check out the Russian Museum in Saint Petersburg.
When traveling in Russia, make sure you hire a guide. Private licensed guides know the roads, customs, and countryside well. These guides can show you historic sites and small towns. They can also help you navigate the Russian countryside. Some roads are temporary, so you may have to wait in line during rush hours. When the water freezes, you will need to use special winter roads known as zymniki. It's worth it if you're planning to drive through these roads during your trip.

Asked and Answered
Which Russian dancers you think are the best actors out there? I love their technique but sometimes they look dead inside, no emotions at all
I’d say Evgenia Obraztsova is the best hands down. I think Batoeva and Shakirova are pretty good as well. Osipova outside of Russia has improved a lot as well recently, though not all would agree with that.
would you consider kevin o'hare and aurelie dupont good artistic directors?
I think Kevin O’Hare has been really good for the Royal Ballet, much better than Monica Mason IMO, who made some strange promotion decisions. The Royal Ballet is thriving right now and they’ve really expanded their online presence under him, which I’ve really liked.
It’s hard for me to judge Dupont as I don’t follow the casting/admin decisions of POB that closely.
have you ever watched ida praetorius from the royal danish ballet? i don't think she's as technically strong as other principal dancers, but she's one of the best actors i've ever seen - her portrayal of giselle was absolutely amazing!
I haven’t really focused on the acting because it’s very difficult to get past the poor technique.
hi! wrt your latest text post, what casting decision did you have in mind? iirc, the last time you made a similar post, renata had been cast as a shade. what happened this time? i'm not attacking you, just curious as i don't follow the mariinsky that closely
Sorry this took so long to answer this! It was actually in regards to Eleonora Sevenard dancing one of the divertissements in Swan Lake.
helloooo what are your thoughts about Hannah O' Neill and Sae Eun Park?
I enjoyed them both in the recent broadcast of La Bayadere, probably Sae Eun Park more than O’Neill. They’re both technically good. Haven’t seen a lot of acting from either of them yet though which makes judging them hard.
Do most balletomanes (perhaps the older ones?) think it's perfectly okay to critique a dancer based on their body? Saw a video comparing Osipova, Zakharova, and Núñez as Nikiya and some comments say "she is too old" or "she needs to lose weight"...
It’s probably an age, gendered, and cultural difference. I can’t speak for everyone but I don’t comment on weight.
I think commenting on age is different than commenting on weight. For example, it is usually inappropriate for a 40 year old to dance something like Juliet, or for an 18 year old to dance, say, Diamonds. But that’s about maturity rather than appearance.
Victor Caxieta gives me bad vibes all around, I had to unfollow him on instagram because he just seems so annoying and kind of mean.
I haven’t noticed that myself, but to be fair if a post isn’t about ballet than I usually just scroll past. What do you think is mean?
I'm so glad to find someone else who doesn't like Maria Khoreva's style. I find she looks so strained. I don't get the hype! I do like her workout videos on youtube, though. Also don't get the hype over Xander Parish. I think he always looks a bit anxious/apprehensive on stage. (But I do like his film photography!)
I haven’t tried her workout videos. I tried to do some of her ballet exercise videos but found it a bit complicated for an amateur at home. I agree about Parish.
(unpopular?) ballet opinion nobody asked for: I think May Nagahisa could become great if she was a bit better at emoting/expressing. She's so light and energetic, I'm always blown away with how easy she makes dancing look. Almost too easy, like she's bored/just running through the motions. I want her to FEEL the music more because I think she has great potential.
Yes I totally agree. Technique-wise she is gorgeous. But she looks like a student performing at an exam rather than someone feeling emotions onstage. I think if she matures and listens and feels with dancing she could be really great.
do you have thoughts on david yudes?
He’s never really stood out to me while watching him, which I think might signal his future at the company. There is SO MUCH upcoming male talent right now at the Royal that there’s no room NOT to stand out.

POB's La Bayadère
That was a weird one. I mean it was bound to happen given the circumstances but that was a weird, unbalanced performance. Not the POB's best work but probably the best they could do given the circumstances.
Quick side note: i was surprised but happy to see that the children and the non dancing people on stage were wearing masks. Especially after learning a couple of days ago that covid is still actively circulating among the Mariinsky dancers, it's nice, you know to see that some ballets give two shit about sanitary precautions and their dancers health.
Sooo about the performance itself.
Act 1 was the best one and Dorothée Gilbert owned every second of it. She again demonstrated today that she is imho the best female Etoile at POB right now. I loved her Nikia and I'm even sadder that I won't get to see her live dancing the whole ballet. Excellent commitment, good chemistry with her partner, just a joy to watch all around.
I also really liked Germain Louvet. Granted he had nothing to dance there but emotionally speaking he was on point. I'm not his biggest fan but between this and the Nureev gala in october where he was the highlight of the show he's growing on me.
And Leonore Baulac was delightful as Gamzatti, in terms of acting she was made to be the Rajah's daughter. Perfect embodiment of a spoiled brat.
Good job also from Vincent Chaillet and Audric Bezard as the Brahman and the Fakir.
Act II was the worst. And at times downright painful to watch, though not because of the artists.
It's that performing in an empty theatre and hearing nothing but silence during the bows killed the mood and the rhythm of the performance. It's supposed to be a wedding and instead you are met with this icy void. I think it also bothered the dancers a lot because nearly everyone struggled to perform.
Amandine Albisson and Marine Ganio saved the whole thing.
Amandine gave a really beautiful monologue but because of the general icy atmosphere, Nikia's death had little emotional impact.
Marine Ganio was absolutely wonderful. She alone seemed unbothered by the setting. Gave herself 200%, gave enough emotions for her and the whole stage.
Also stellar cast for the Grand Pas, with Sae Eun Park, Hannah O'Neill and Roxane Stojanov. I also spotted Alice Catonnet among the little bayadères.
The fans and parrots were nice but the Indian dance really lacked fire and power. The female soloist, Celia Drouy tried really hard to make it work but she was not followed by the male soloists.
Hugo Marchand was the biggest disappointment, and i was really looking forward to his Solor. Gave a clean but absolutely empty performance.
Valentine Colasante is a great technician and I usually enjoy watching her. She carried the whole grand pas on her back but felt a bit short. Imo her variation lacked bravado and power. She only became alive during the coda.
Paul Marque, the unexpected hero of the day gave a nice performance but felt a bit short with the Golden Idol. The spark was lacking. He was really focused and i think tried to hard.
Act III went better but ultimately missed the mark for me.
The corps de ballet was outstanding. I saw Bianca Scudamore in the first line. She really stands out among the others. Awa Joannais was also in first line and danced nicely. The shade right next to Bianca also really stood out but I have no idea who that was.
Sae Eun Park as one of the Trio of Shades was mesmerising to watch. Watching her dance in the second act II I thought that she would make a great Gamzatti. After seeing her Shade, I want to see her Nikia.
Silvia Saint Martin and Hannah O'Neill were also great.
Matthias Heyman and Myriam Ould-Braham danced beautifully but the emotions and connection were missing imho. It felt like they were far too focused on the technical aspects. Because of that there was no catharsis at the end. As they went into their final pose it felt to me like "okay that's it good evening ladies and gentlemen".
And the stream died after that so I missed Paul's nomination.
