I forget, were the Lannisters rebuilding their fleet after the Greyjoy Rebellion? I imagine nine years is perhaps too long to rebuild the fleet to pre-rebellion strength, but I have a hard time remembering if they did any rebuilding, which seems weird considering the facts the Lannisters could easily pay for it, Tywin being Tywin, and the Lannisters history with the Ironborn in general
We don't really know, I don't believe the Lannisport fleet ever really comes up in the novel proper. That being said, we do know Tywin's personality. To Tywin, it is a big black eye that the Greyjoys successfully destroyed the Lannister fleet at anchor. That's a failure for Tywin, who has the title "Shield of Lannisport." A guy that shaves his head as soon as he goes bald is unlikely to have a visible reminder of his failure to defend Lannisport, so the Lannister navy was almost certainly rebuilt, and probably strengthened, albeit not to the level of the Redwynes, Greyjoys, or royal fleet proper. That is speculative though, I don't believe there is explicit evidence in the text.

“Ser Rodrik Cassel,” Jon said warily. There was a trap here. He felt it closing around him.
Donal Noye leaned forward, into Jon’s face.
“Now think on this, boy. None of these others have ever had a master-at-arms until Ser Alliser. Their fathers were farmers and wagonmen and poachers, smiths and miners and oars on a trading galley.
“What they know of fighting they learned between decks, in the alleys of Oldtown and Lannisport, in wayside brothels and taverns on the kingsroad. They may have clacked a few sticks together before they came here, but I promise you, not one in twenty was ever rich enough to own a real sword.”
His look was grim. “So how do you like the taste of your victories now, Lord Snow?”
“Don’t call me that!” Jon said sharply, but the force had gone out of his anger. Suddenly he felt ashamed and guilty.
“I never…I didn’t think…”
“Best you start thinking,” Noye warned him. “That, or sleep with a dagger by your bed. Now go.”

(This is a genuine question, btw, no sarcasm!)
I am curious: what kind of abusive vibes did you get out of the Tywin/Joanna relationship? Everyone else that blogs about their relationship sees it either as a love story from the get go or at most a duo of two ruthless people set on making everyone’s lives hell together. Because of this, I’m very interested to read a separate opinion!
Mainly bc all of the accounts we get about their ‘love’ is very secondhand and Tywin rarely has anything to say about Joanna at all. And mostly bc the man is abusive to Tyrion, Cersei, and Jaime. That kind of abuse doesn’t build overnight, and abusers will often lash out at whoever is closest to them. Joanna was close to him. When she died, Tywin took it out on Tyrion as a part of a larger pattern of behavior.
Also so many accounts of great love stories turn out to be accounts of abuse. Abusers mythologize their relationship to make it harder for those around them to recognize subtle signs of abuse. Victims play into the mythology because it’s an extremely effective method of psychological entrapment, and they’ve been ensnared. How could I be unhappy when we’re the perfect couple? What’s wrong w me? Etc

Lannisport is located on the coast of The Sunset Sea just south of Casterly Rock. Settled by a cadet branch of the Royal House Lannister, Lannisport is located on a natural harbor and surrounded by of fertile land. Lannisport’s harbor and waters have an abundance of fish, and the fishing-village-turned-city lies where the River Road, Gold Road, and Ocean Road meet. Surrounded by rings of strong walls, and is known for their goldwork and goldsmiths. A bustling trading city, Lannisport is one of the most populous cities of The Westerlands.

FISH AND SEAFOOD Located on a natural harbor, the pleasant waters of The Sunset Sea have provided Lannisport with an abundance of fish —  as a result, Lannisport is one of the larger exporters of harring, mackerel, cod, and other saltwater species. Additionally, Lannisport is known for selling delicacies such as oysters, clams, crab, and so forth.  SPICED HONEY WINE AND HONEY Lannisport is known to produce a unique spiced honey wine. As Lannisport grew, the demand for honey wine increased, as did the need for beekeeping. To the north of the city, several landowners keep bees and produce honey to be sold to wine makers and merchants alike, and breweries can be found closer to the city. Lannisport has become a lead exporter of honey in addition to their famous spiced honey wine — commonly known as Lannister’s Lashing.  GOLDSMITHING  Lannisport, due to its proximity to  the plentiful gold mines of Casterly Rock, is world renowned for its goldwork. In the more elite sections of the city, goldsmiths are often trained from childhood to master the craft. Lannisport is a lead exporter for more basic goldwork such as the smithing of jewelry, armor, and weapons, but also is a lead provider of golden cups, plates, cutlery, candelabras, and other luxury goods and essentials for wealthy households. 
Lannisport has close shipping and trade ties with Fair Isle, as well as The Riverlands’ River Market. Due to its location, it is one of the trade hubs of The Westerlands.

Do you think Tywin having a fleet of 30 ships is out of charcater or becauee he’s view the redweynes merchant use of it as un Lannister like? I would’ve thought he may have had a 301 ship fleet because ‘a Lannister is worth more’?
Part of it can perhaps be due to class strictures, but I would think that, if nothing else, Tywin would have expanded the Lannisport fleet after the Greyjoy Rebellion. This is Tywin Lannister we're talking about, a man who is so dedicated to purging any manifestation of weakness that he shaved his head the second he started balding. There's no way he'd leave such a physical reminder of his infirmity in naval defense...he's the Shield of Lannisport. Even without that, Lannisport is a major trade city, it should have a relatively decent navy.
