I feel like the main reason we didn't get Eugene's reaction to Rapunzel becoming a bird forever was because the bird episode was supposed to just be a lighthearted 'filler' type episode, it wasn't meant to be a big plot relevant episode. But it would've been interesting if there was a little arc where Rapunzel was stuck as a bird and the rest of the gang are trying to deal with that and turn her back.
No, it's literally because they wanted the focus of the episode to be Cassandra and Rapunzel's relationship. That was the A Plot. The guys and their machismo contest was the B Plot, which relegated them as secondary characters to the episode.
There were multiple times in the season where Eugene's reaction was either stifled or they deliberately got him out of the scene because his reaction couldn't be ignored otherwise. A very noteworthy case of this was in "Rapunzel and the Great Tree". We had the executive producer on our Tangled Talk podcast, and he explained that the reason why Eugene passed out and had to be removed from the fray towards the end of the episode was because they knew he would never leave Rapunzel alone in there under his own power. They had to get rid of him somehow. (Fan theories were that the Reverse Incantation had affected him more negatively than the others, because the Healing Incantation had brought him back to life. After all, he held his side right before he went down. Frankly, I find this theory more intriguing, though I can easily say that the tree squeezed him too hard which a) made his ribs hurt and b) cause him to cry out in pain, which was the catalyst for Rapunzel using the Reverse Incantation.)
Similarly, they straight up ignored his reaction in "Freebird" because it wasn't the primary focus of the episode.
"Freebird" actually wasn't "filler" at all, as it was the beginning of the emotional conflict between Rapunzel and Cassandra. Well, not the very beginning, but that was the first time Cassandra expressed frustration that Rapunzel wasn't listening to her advice. That's the thing about episodes that people often consider "filler": they think that light-hearted means it's not really plot-relevant. But plot comes from so many little things, character-driven moments, character-developing interactions. Writing off an episode as "filler" because it's not dark or heavy is doing the media a disservice.

Bitterbat being a villain fueled by his love for Sweetheart and his desire to be together with her forever is so nice and indulgent for me.
He's not an antagonist in the traditional way where he opposes the protag's goal, because Sweetheart's goal is def to be with him.
He's an antag to Decking City itself.
He is always ready to destroy it. It's not a secret he's keeping from Sweetheart either as he often brings up how willing he is to do it. It helps as a sort of motivator for her to not slack off during their battles since she knows if she slips up, her boyfriend "wins" and Decking City is over.
But it doesn't stress her out because she knows Bitterbat never goes full force against her. He does enough to make the fight fun and enriching to them both.
The threat is always there. Like a campfire that is enough to roast some s'mores. If one isn't careful, it could get too big and out of control. But it's easy to keep it calm and small to have a nice sweet treat.
And the risk of destroying the city doesn't go away when Bitterbat becomes a hero.
He is still willing to wipe the city out. Granted, it won't happen because Sweetheart lost a fight against him. It mostly would happen if Sweetheart decides one day "I'm tired of this". Some of his "I don't care about this mf city" leaks out during some battles he has against villains of the week where he causes more property damage than truly necessary.
When he's a hero, he also becomes a bit more scary because before, he only heard hero drama from Sweetheart. He rarely got to really witness it. But when he's a hero, he gets to have a first hand experience. He gets to see what Sweetheart has to put up with when she visits Decking Defense Force's HQ.
He'll know a lot of hero things and a lot of heroes. All of which he's already sorting in his brain who is safe and who is going on his list. At this point, he's like a guard dog on a chained leash and Sweetheart has a very loose grip on it. But he's loyal and doesn't attack unless commanded...or provoked.
He is very well aware that the laws are much more strict about killing a hero versus killing a villain...but he's always up for a little bit of mental scarring. A couple "friendly" chats here and there. Some messages being sent with a deep growl as he asks "Did I make myself clear?"
God help Freebird when he visits.
Bitterbat is going to be looming over Sweetheart like a shadow and watching him like a hawk with murderous intent so strong that drops the temperature of the room to freezing.

Had a dream where Sweetheart was on some hero business with some other Decking City heroes and they were all out of state because of some big meeting they all had to attend. And due to all the risks involved, Bitterbat had to stay home.
It had all ended and everyone was waiting in the airport to head back to Decking City when Freebird, being Freebird, tells Sweetheart that they'll be sitting together on the plane right back...which is something he managed to arrange and just withheld from her because he somewhat knows she has a tendency to avoid him...but he keeps misinterpreting it as her being timid around him.
Sweetheart was obviously not having it but had to keep herself professional on the outside and asked why he had to head to Decking City instead of the states and he went on to explain. It could all be summed up as him and the league of heroes he is a part of having to attend their own stuff in Decking City, but Sweetheart was frantically texting Bitterbat an update on the situation and that he wouldn't be picking her up from the airport back in the city.
Bitterbat just responds with "I'm on the way. Now"
Freebird entirely thought this would be a nice surprise for her. A whole flight next to him.
And Sweetheart casually pocketed her phone and just dropped a "I'm flying back by myself" before walking over to the main big hero chaperone for Decking City, notifying them that she was heading back herself, and heading straight toward the front doors of the airport.
Freebird panicked and was just "WAIT--You can't do that! I-I mean, heroes can't just free fly internationally! You'll get in trouble"
And Sweetheart responds with "That rule doesn't apply to Decking City when you' a're leaving from one of the states due to Decking being the 52nd state. This means that flying from the states to Decking and vice versa still counts as flying nationally instead of internationally. However, if you don't believe me, you can always read up on hero regulations during your flight back to Decking!"
And she says all this with her chipper magical girl act on.
Freebird tries the "But what about the weather! The skies can be unpredictable!"
And she just drops a "Don't worry! I got a team member that's gonna help pick me up. I'm not much of a plane gal anyways. I'll see you back in Decking! Take care Freebird!"
She turns heel and leaves while the man is left speechless. And the second she is outside, she immediately takes off into the clouds where, within seconds, Bitterbat meets her (he had been pinpointing where she was and just waiting until she was out the airport and out of plain sight.
She gives him the run down of what happened and he has to contain himself from going kaiju (he has to focus on the fact his girlfriend is finally coming back home after a weekend away).
Sweetheart doesn't even have to fly back like she claimed since Bitterbat just takes her hand a poofs them both back to their apartment.
She was just telling a fib the entire time because, while it's very possible for her to fly back to Decking City, it's a lot more pleasant to just have her boyfriend teleport her.
