I love how Hannibal just decides to make Jack feel like he's going insane. It's obvious he's been holding Miriam for an opportunity like this, but why now? Sure, Bella's out of town and Jack is as fragile as we've ever seen him, but that's probably not everything.
I like to think that Will told Hannibal about the conversation he had with Jack - that Jack flat out told Will to stay in the heads of serial killers even though it was hurting him - and Hannibal just... snaps a bit. Maybe it's not the perfect time, but honestly, Jack hurt Will's feelings. Jack is making Will dig his own grave. And whatever Hannibal is doing to Will, killing him is not part of the plan right now.
Hannibal wants Will alive and unstable for as long as he can make it last.
