It would probably be something similar to pkmn-amie from pkmn x&y. You feed her little treats (coffee -> ♡! chocolate -> yum! k-brot -> ew no.) or give her gifts (shovel -> yes! bible -> die.) etc and make friends with her.
Although maybe there's the opportunity for something more substantial. There could be little skills or something she can level up in so she "evolves" in different ways or something. Like combat or faith. I dunno.
I wanna get stoned with Axl Low and Jack-O' Valentine so bad I think they would laugh at Dark Side of the Moon synchronized to Wizard of Oz with me and I've even got a VCR and a turntable we could do it analog-style

Icons
You can get icons from a lot of different places. I have icons from 7, vista, xp, and 98. This is one source for png and ico for xp, but god is your oyster.
Bliss Wallpaper:
The classic icon xp wallpaper. If you're going for 98 vibes, the color I've used in the past is #02A6A8 and for 95 this guy might tickle your fancy?
Customizer God:
Lets you change system Icons and some other stuff. I've not fully set this one up correctly (note the sound icon [my volume is muted]) as its a little buggy. But fiddle around with it. There's a lot of stuff you can do with this tool but it also pretty high risk compared to the others.
Login Screen:
This one is pretty tricky. I went into regedit (open "run" from control panel > regedit) and followed the linked process (be careful, regedit can be dangerous...). Then I also set the login background to this. It's not perfect but it works.
Still working on getting the sounds switched over...
