While both New Vegas and Fallout 4 have thematic inconsistencies and hypocrisy (for lack of a better word) built into the worldbuilding, in New Vegas it’s very much the point, while in 4 you kind of just have to shrug and say “well I guess Todd and Emil weren’t thinking very hard about it”.
It's widely said that humor is fundamentally about subverting expectations, and while that's somewhat accurate it clearly can't solely be a matter of subverting expectations, because then things like a plot twist in a movie would be inherently funny.
I suppose to some extent that may say something about how predictable wild plot twists have become that they are not funny, but a thing that occurred to me is that certain things are also seen as inherently funny, and clearly just mentioning a banana isn't subverting expectations per se, although if I went on a wild tangent about bananas it probably would be considered funny, whereas if I went on a wild tangent about the Blood Anomaly, which first appeared off the coast of Oregon in 1997, when the crew of a ship in the area reported that all communication was replaced with the sound of a beating heart.
The ship found itself approach a coastline which did not match the expected geography, and the surviving crew, after the fact, reported that the ships walls began bleeding, followed shortly by metals exposed to this blood beginning to develop characteristics of plant life. The full extent of the anomaly remained unexplored, as the crew evacuated the ship, which subsequently disappeared.
After recurrences in 1999 and 2003, investigation discovered that the ships which had previously disappeared were drifting in the sea and had begun to sprout structures resembling tree limbs, but made of metal, which were pulling the ships together. Exploration of the ships was carried out but the groups encountered a Stoltzfus Discontinuity and were unable to proceed, and the ships disappeared.
The event recurred in 2011 and 2017, but no investigation was carried out, and the only statement government bodies have issued on the matter are the Washington State Department of Fish and Wildlife, which was otherwise uninvolved in the incident, which said that the issue is inherently self-limiting, as there will be no further prime numbered years after 2027.
