You understand the concept of superstition, right? Of totems and clinging to anything to get through? Of symbolism?
Not only did Buck never give back Bucky's "lucky deuce" (given he flew 22 missions and still had it) but rather than keep it on him, he kept it safe in his locker stored near his treasured photo of Marge.
The only flight we know of he flew *with* it are his first mission and first mercy drop. The flight home from which Bucky revealed himself.

He has multiple pictures of Marge. The one he's propped in his fort before is smaller, a wallet photo. Chances are, he had one when he went down and has it still.
But Marge is at home and *safe*.
At this time Bucky is not. Gale doesn't even know if he's alive. The only thing he has of his (nobody to stop Bucky's trunk being sent home after all) that we the audience knows about, is the lucky deuce. Nothing Bucky had attachment to beyond his jacket
He's stayed alive and hopeful for Marge. But now with the truce-that-isnt-quite, they need any luck they can get. The meals they drop may well feed other escaped/returning POWS on their way to safety, may feed Bucky for all Gale knows and/or hopes.
There should be two forts in the air with a Buck(y) in it at this almost-end. The closest Gale can manage in that moment is carrying the deuce with him while for the first time he gets to fly not to hurt but to help.
