People often talk about two frustrating situations when it comes to their favorite characters: 1) having a character that’s popular, but gets continually written out of character or 2) a hardly acknowledged character with small but great content. A secret third option is that you’ll get a character that has very few fans and yet what content does exist is terribly out of character.

“A good Lizard plot should be more personal”
This exactly. Really, I think the story and Dr. Connors’ writing was doomed to fail the moment the writers 1) brought eugenics into it and 2) decided that Dr. Connors had to be a one dimensional villain.
Because as you demonstrated, there really was a huge number of things they could’ve explored or done instead (that in fact they set up or thought of based on some scenes!). Fighting Oscorp like you mentioned, or bring in the fact that Curt was a veteran based on the comics (and as some comics explored how that impacted his anger and disgust of humanity as the lizard). Heck I think you or someone mentioned before that Peter’s struggle and story about losing both of his fathers (Richard and Uncle Ben) and how it impacted him would of mirrored nicely with Billy Connors in danger of losing his own father. A lot of things that could’ve checked off some standard summer blockbuster action list items and compliment some of their directions they were taking with Peter and other elements of the story. More than likely even better than what they had thought of.
Or heck- they could’ve made it really stand out as a story by taking more cues from what seems to have been inspiration to The Lizard’s first appearance and following comics such as the mystery element of two seemingly different people actually being the same person (Strange Case of Dr. Jekyll and Mr. Hyde) and of course the angst and personal struggles of the “monster” (Wolfman). Had Oscorp be the big bad and have their crimes past and present be uncovered and tackled both for Peter’s and Curt’s family.
But nah. We had to go with the eugenic minded turn everyone into lizards plotline.
Rewatching TASM, and honestly I think it’s interesting that they (the writers) initially gave a pretty noble reason for Dr. Connors to take the serum (other than the fact he wants his arm back) which was to experiment it on himself so that Oscorp wouldn’t experiment on other people like the ones in the veteran’s hospital.
… but then they toss that out in his pursuit to “cure” the human race.

Rewatching TASM, and honestly I think it’s interesting that they (the writers) initially gave a pretty noble reason for Dr. Connors to take the serum (other than the fact he wants his arm back) which was to experiment it on himself so that Oscorp wouldn’t experiment on other people like the ones in the veteran’s hospital.
