I'm sure the other person already answered, but essentially the creator was changing Toby's story up a whole bunch and is trying to get him licensed or smth (copyrighted and/or trademarked I think) and has removed him from creepypasta and has threatened to take legal action against ppl over him, though I'm not sure to what extent or what for cuz it's been a while. From what I heard he was a bit of a jackass about it which is why ppl keep drawing Toby as/with Creepypasta. Just to spite him.
