Ranked by how manipulativeness:
1) America [I think he has the potential to really commit, to the point of fully adopting personas.]
2) China [He knows what's up.]
3) Prussia [I think Prussia will do what it takes to get his way, but he is limited by his strict internal code of conduct.]
4) Canada [He knows what his reputation is and the benefits of that.]
5) France [It is not his ideal tool, but he recognizes the importance of it and knows how to use it.]
6) England [He relies on power more than manipulation. He can use it when he absolutely needs to but it tends to feel shallow, mocking.]
7) Japan: [I don't think manipulation is the right word for what he does. He's not being subtle.]
8) Germany [I think Germany has taken the time to understand manipulation so he can undercut it but overall considers it to be a waste of time.]
9) Russia [He never lies. He's always straight forward about his goals. He does not see the point of manipulation, he's more of a brute force man.]
**Italy [I'm torn on Italy because I think, if he were competant, he could be way up the list. But as he is... No?]
