It's because putting updates out through phone and consoles takes longer, usually a couple of months, where as on PC, updates can come out pretty much the day they're done. So by releasing it on PC first, they can catch bugs and glitches that weren't found during testing and fix them.
If they released the update for all systems at the same time, any bugs or glitches caused by the update would take months to fix on consoles. Depending on the severity of the glitch, it would be worse for console players who cannot easily modify their save files or reverse an update once it's downloaded.
For example, here are the patch notes from the 3rd patch notes. PC is currently on 1.6.5, meaning two more patch fixes have come out since, though they were much smaller. If console had gotten the update at the same time, it would take months before anyone could trigger Emily's 10 heart event because of a glitch caused by the update.
Hope that makes sense!
Maybe there's something about game design that I don't understand but if you're going to go out of your way and make a free update to your game, why would you release it months earlier on one platform out of the five platforms your game is available on instead of waiting a bit to release it all at the same time? I'm genuinely asking, I don't understand this.
