Civic Action Assessment of Issue
Roles that I consider necessary as a citizen of this country are many. I think it is important for one to be civically engaged with their community and with the entire country. I think it is necessary for someone to be civically involved on a micro and a macro level. For me, I see myself being civically involved with my community by attending food distribution meetings, where we sort and distribute food for those that are in need of food. On a larger level, I see myself being civically engaged by participating in voting for certain officials, nominees, and voting for the presidency of the United States.
In this class I have learned how important it is to be civically engaged and responsible. This class showed the negative and detrimental effects that being not involved civically have on ones community and the entire country as a whole. It showed how important it is to be civically engaged, as being more civically responsible makes the country a better place.
I think I do have some civic obligation for my civic action issue. I do have barriers though, as there isn’t much action I can do to prevent cyber bullying besides being an activist for the prevention of cyber bullying. Also one way to help my civic issue is to refrain from doing cyber bullying myself. Another way I could help enhance the prevention of cyber bullying is speaking to my friends, family, and colleagues about the harmful affects that cyber bullying can have on a child, teenager, or even an adult. I feel like I have some obligations to my civic action issue, but there are some factors that are preventing me from fully diverging and solving my civic action issue.
I have not completely volunteered my time to responding to this issue. There isn’t much I can do to help the cause of my issue, as the only way I think I could help in a positive manner is be an activist against cyber bullying and be an activist towards legislation that helps prevent cyber bullying. But otherwise from that, I have not done any volunteering to help solve my civic action issue.
What I am willing to do, as stated above, is be active and be a proponent towards cyber bullying legislation, whether that be protesting for better laws regarding cyber bullying, or be pro active with parents and children alike by warning them the affects that cyber bullying can have on a person’s life. With that, I feel like my civic action issue will be in a better position to fully solving and fixing the problem that is cyber bullying.

Executive Action Assessment
Donald Trump is mainly focused on cyber security, while his wife Melania is focused on cyber bullying. Her stance is that there is an importance to supporting children while teaching them empathy and kindness in the real world, while identifying digital or online opportunities for both parents and kids to ensure safer online behavior. She is adamant on supporting social and emotional wellness in children, and finding effective solutions and public policies to improve online safety. Her stance is to act progressively with cyber bullying, and to give kids the education and understanding of its harms. 
I whole-heartedly agree with Melania, as I believe that there it is a necessity to teach kids to act appropriately and positive online. I also think it is important to educate them the importance of acting in a positive manner offline and in the real world as this will be a precursor and a stepping stone to defeating the problem that is cyber bullying. So, in summary, I believe that Trump has the correct stance on this, and that their understanding and willingness to find a solution for cyber bullying is beneficial for ending the problem of cyber bullying.
Department of Justice
Their mission statement is to enforce the law and defend the interests of the United States according to the law; to ensure public safety against threats foreign and domestic; to provide federal leadership in preventing and controlling crime; to seek just punishment for those guilty of unlawful behavior; and to ensure fair and impartial administration of justice for all Americans.
Matthew G. Whitaker is the Acting Attorney General.
Before he became Acting Attorney General, Mr. Whitaker served as Chief of Staff to Attorney General Jeff Sessions. He was appointed as the U.S. Attorney for the Southern District of Iowa on June 15, 2004 by President George W. Bush. While U.S. Attorney, he served on the Controlled Substances and Asset Forfeiture Subcommittee of the Attorney General's Advisory Committee and was a member of both the White Collar Crime Subcommittee and the Violent and Organized Crime Subcommittee. His former employment of serving on the  Controlled Substances and Asset Forfeiture Subcommittee of the Attorney General's Advisory Committee and being a member of both the White Collar Crime Subcommittee and the Violent and Organized Crime Subcommittee, makes him politically qualified for Acting Attorney General. This impacts the department and my issue in a positive way, as his prior work experience and knowledge with crime gives him the understanding and importance of certain crimes, such as cyber bullying. 
The civil rights division would be most suitable for my issue. The civil rights division “works to uphold the civil and constitutional rights of all Americans, particularly some of the most vulnerable members of our society. The Division enforces federal statutes prohibiting discrimination on the basis of race, color, sex, disability, religion, familial status and national origin.” This division is most suitable for cyber bullying, as this division works to help those that have been vulnerable and made victims of by those that cyber bully. This department would have the best knowledge on what to do with those that cyber bully, making this the most suitable program for my issue. 
The president and its contemporaries have taken moderate action in regards for cyber bullying. There hasn’t been much legislature enacted by the president and the law-makers, however there has been a lot of social actions taken by the first lady to help solve the problem that is cyber bullying. They expressed their opinions to the public about cyber bullying, as they have made it clear to the public of the hazardous problems cyber bullying has and the potential effects it can have on someone. However, with their efforts to make it more of a publicly known problem, there hasn’t been much done in terms of legislature and laws. Trump, overall, has taken a four percent cut out of the Justice Department. I believe that this could be detrimental in a variety of aspects. For one, I think that this cut would be harmful for cyber bullying. The less funding this department gets, the less overall funding and attention cyber bullying will get. So, in short, I do not think it is a viable action to take. It would adversely affect my issue, and it could be incredibly detrimental to the aspect of solving and defeating the problem that is cyber bullying.

Legislative Action
Mark Desaulnier
 On Mark Desaulnier’s website, I could not find any articles related to the issue of cyberbullying. I also looked up to see if there were any articles independent of his website stating his viewpoints on cyberbullying, and I could not find one. I could not find any bills related to cyberbullying that Desaulnier has sponsored.
Kamala Harris
On Harris’s website, I could not find any articles that pertain to the issue of cyberbullying. However, when I searched up to see if she had any articles independent from her website, I found one that addresses cyberbullying. In the article, she writes that we are at the beginning of processing towards a world without cyberbullying. She concludes with a powerful statement: “As a career prosecutor and California's attorney general, I have long advocated prevention as key to being smart on crime. Any lasting solution to cyberbullying likewise needs to do more than punish bullies; we must intervene early and tackle cyberbullying at its root.We need to create a culture of online safety and digital citizenship. Young people need guidance on appropriate behavior online.” Even with her stance against cyberbullying, she has not sponsored any bill that would help solve the issue of cyberbullying.
Dianne Feinstein
On Dianne Feinstein’s website, I could not find any articles related to the issue of cyberbullying. I searched up to see if there were any other articles independent of her website stating her viewpoints on cyberbullying, and I could not find one. I could not find any bills related to cyberbullying that Feinstein has sponsored.
There is one bill that pertains to my issue. The bill, named the Megan Meier Cyberbullying Prevention Act, is House Bill H.R. 1966. The bill, in summary, “amends the federal criminal code to impose criminal penalties on anyone who transmits in interstate or foreign commerce a communication intended to coerce, intimidate, harass, or cause substantial emotional distress to another person, using electronic means to support severe, repeated, and hostile behavior.” The impact of this bill is that it would allow the courts to press charges against those that have committed cyberbullying. I would vote yes on this bill, as I see it as a deterrent for people to cyberbully. The bill originated in the house. The  Subcommittee on Crime, Terrorism, and Homeland Security have reviewed it. They have held a hearing for it but a decision is not stated on the webpage. The bill is currently waiting for further approval. 
I think there should be more done in terms of stopping those that cyberbully. There aren’t enough laws in place that deter cyberbullies. SACAPS- The subject of the article is about two pre-teenagers were arrested for cyberbullying before a girl’s suicide. The author is Jason Dearen. The context of this article is that two pre-teenagers were cyberbullying the victim by spreading rumors about her online. The girl then hanged herself in response to these rumors, and the kids were arrested. The intended audience are those that are in school, as the articles warns us of the harms of cyberbullying. There is no bias from the author, though he does show his perspective on cyberbullying, as he warns us its effects it can have on people. The article is significant because it is another instance where cyberbullying is taken too far, and results in a kids death. It shows to the reader how someone can be deeply effected by the harms of cyberbullying. I agree with the notion that cyberbullying is harmful and destructive, and that it should be prevented at all costs. I think it is vital for us to prevent cyberbullying, as you never know if its prevention results in saving one’s life, and this article brings to the forefront what can happen if cyberbullying isn’t prevented.

State Action
There wasn’t much on Catherine Baker’s website on her stance with cyber bullying, but she did have a PSA on youtube regarding her stance with cyber bullying. 
Here is what she said: “Thousands of kids are being cyber bullied every single day. It makes them feel isolated, not want to go to school, and it makes them withdraw from everyday life. No child should have to feel that way. So think before you type. Don’t pick on someone online, even if you think it is a joke. Be better than that. If you or someone you know is being cyber bullied, please tell an adult you trust and provide support for that person. Remember the golden rule, treat others as you want to be treated, don’t mean behind the screen.” 
So her stance on cyber bullying seems to be that she is completely against it. She seems to think that cyber bullying is detrimental to kids these days, and that you should treat someone how you want to be treated. I completely agree with her stance on cyber bullying, as I believe people should treat people how they want to be treated, otherwise you will be seen as a mean and terrible person. I have not found any particular laws or sponsors that she supports that is correlated with cyber bullying, but she does seem to be an advocate against cyber bullies.
For Steve Glazer, I had a similar problem with his website as I dad with Catherine Baker’s. There wasn’t much on his stance about cyber bullying and it’s affects. There is basically nothing on the internet that shows his stance on cyber bullying. I tried to find something similar to cyber bullying, and there was absolutely nothing I could find. 
For a legislative bill, I found one that was recently produced earlier this year. Bill AB 2673, which means that it came from the assembly, was bill that was related to cyber bullying. The bill was introduced on February 15, 2018. It states, “Existing law, the Safe Place to Learn Act, requires the State Department of Education to assess whether local educational agencies have taken certain actions related to educational equity, including adopting a policy that prohibits discrimination, harassment, intimidation, and bullying based on specified actual or perceived characteristics such as disability, gender, gender identity, gender expression, nationality, race or ethnicity, religion, or sexual orientation, or association with a person or group with one or more of the specified actual or perceived characteristics.” The last or most recent action of the bill was to add a second section to the bill, which further advocated against many types of bullying, including cyber bullying. I feel that this bill is necessary in the attempt to stop cyber bullying, as it does a wonderful job by putting oversight on certain educational agencies and seeing if they are doing an adequate job of eliminating cyber bullies. I would encourage both Catherine Baker and Steve Glazer to endorse this bill, as I personally think that it is a necessary bill to be in existence for cyber bullying to be exterminated or at worst, discouraged.

The 3 Ps Assessment: Parties, Political Interest Groups, and PACs
1. When researching cyber bullying, nothing came up or was noted by the Republican party. When I searched it, nothing came up. Also, when researching cyber bullying for the Democratic party, nothing came up when I searched for cyber bullying. When I searched cyber bullying for the libertarian party, only one article came up. And this article, didn’t necessarily pertain to my issue. The article, was about Facebook and their recent downfall. It only mentioned cybersecurity and the needed separation between government and press. With the Green party, it seems to be a running theme where the only mention of cyber-related topics is when the topic is cybersecurity. The only articles the Green Party had were about cybersecurity. Alas, with the peace and freedom party, they have met the same fate as the others. When I searched cyber-related topics, the only thing that came up was cybersecurity. So for all these parties, I did not come across one article about cyber bullying.
2. For the Republican party, their stance might not be apparent to the public, as one could assume they don’t prioritize cyber bullying by the tweets and comments from the President. I agree with their position, as it is a political soft spot for them. For the Democratic party, it is slightly surprising to see that they haven’t once mentioned cyber bullying, as it seems that it could be a political weapon against the Republicans. For the libertarian party, I’m not necessarily sure why they wouldn’t have a single article about cyber bullying, maybe because they are a small political party, so I’m not totally sure if I agree with not elaborating or not. Same goes with the Green party and the peace and freedom party, as they might be too small or too politically oriented on one subject to branch out into cyber bullying. I guess I would identify with the Republican party the most, as it seems to be the best political strategy. 
3. Interest group for cyber bullying:

Their stance on cyber bullying is very straightforward. They clearly are against any form of bullying, especially cyber bullying. One of it’s stances on cyber bullying is pushing state legislatures to further enact on cyber bullying. Another stance of theirs, is explaining what cyber bullying means. They said, “Provides a specific definition of bullying that includes a clear definition of cyber bullying. The definition of bullying includes a non-exclusive list of specific behaviors that constitute bullying, and specifies that bullying includes intentional efforts to harm one or more individuals, may be direct or indirect, is not limited to behaviors that cause physical harm, and may be verbal (including oral and written language) or non-verbal. The definition of bullying can be easily understood and interpreted by school boards, policymakers, school administrators, school staff, students, students’ families, and the community.” Another interesting artifact, is how they connect bullying and suicide. “The relationship between bullying and suicide is complex. Many media reports oversimplify this relationship, insinuating or directly stating that bullying can cause suicide. The facts tell a different story. In particular, it is not accurate and potentially dangerous to present bullying as the “cause” or “reason” for a suicide, or to suggest that suicide is a natural response to bullying. We recommend media not use the word "bully-cide." Another thing is explaining how to prevent bullying. “Many prevention programs have been tested in schools with modest results. Others have failed to make a difference. Researchers are still working on solutions to this complex problem.” They also describe that bullying is usually done in groups, rather than individually, which is interesting. I cannot find where they are located and if I can attend anything. 
4. State-wide interest group
State-wise: Cyber bullying, state of CA
Similar to the interest group up above, they state that any form of bullying is incomprehensible and that it could have it’s due process with law. One interesting fact, is that they describe the California Consumer Privacy Act. “On June 28, 2018, Governor Brown signed Assembly Bill 375, now known as the California Consumer Privacy Act of 2018. The CCPA grants consumers new rights with respect to the collection of their personal information: a consumer can request that a business disclose what information it collects about the consumer, where it collected the information from, and with whom it has shared the information. Consumers may also request that their personal information be deleted and can opt-out of the sale of their personal information. Businesses are prohibited from discriminating against consumers for exercising their rights under the CCPA.” Another thing, is that identity theft on social media can be considered bullying. Adding to this, they encourage parents to protect their kids online. Another form of bullying, they say, is that data breaches, or for example stealing someone’s password and committing harassment online is considered bullying. Lastly, another interesting fact is that I do not have access to certain cases or data breaches. With further investigation, I don’t think I can volunteer or attend local meetings.

There stance on cyber bullying is that would you call your grandmother a slut, or a loved one a douche bag? If not, then you shouldn’t treat your peers that way. I could not find how much money they have donated and how much money they give to certain political parties. I also could not find what donors they have.

Constitutional Issues
State v. Bishop
The term was decided June 16, 2015
Dillion Prince, a sophomore at Southern Alamance High School, was being repeatedly harassed over the internet. On Facebook, classmates of his were constantly bullying him, by saying he was homophobic and a homosexual, and calling him slurs. The defendant, was appealing a previous ruling that he was guilty of one count of cyber bullying. The justices were deciding whether or not the defendant’s first amendment right was being restricted and violated with the courts ruling of cyber bullying.
The amendment was the first amendment, and it pertained to freedom of speech.
The ultimate decision by the judges is that the defendant had insufficient evidence to his claim that his first amendment right to freedom of speech was violated. The justices believed that his first amendment could only go so far, and cyber bullying is where the justices and many others cross the line. This precedent established the fact that cyber bullying is not protected by the first amendment, but rather is considered harassment. I agree with the courts decision with this, as I do believe cyber bullying should not be protected by the first amendment. If there is such a case where cyber bullying is extremely severe, I personally think that it could be charged as harassment and could result in fines and/or jail time.

The subject of this New York Times article is about how should schools handle cyber bullying?
The author of this article is Jan Hoffman
The context of this article is about a middle school girl, who attended Benjamin Franklin Middle School, was receiving sexually explicit threats from a young boy, age 12, that also attended that middle school. The parents of the girl were outraged and went to the school to persuade them into taking action against the boy. The school didn’t necessarily know what to do, and that was the reason for this article. The attended audience that this article aims for are parents and school administrators. There is no perceived bias in this article, as it seems to be a bipartisan issue. Both democrats and republicans would agree that cyber bullying is a problem that should be resolved. This article is significant in part because it brings to the forefront how bad cyber bullying can be. It’s pretty astounding kids such as 12 years old will be cyber bullying, which very well is shocking and disturbing to parents and people alike. I do agree with what the article is saying, as I do believe there should be some form of punishment for cyber bullies. I think there should be something in place to reprimand those that cyber bully, and especially those that do it repeatedly.

Media Assessment of Issue

The subject of this article is to help the American people “realize” that the new cyberbullying bill (from 2009) is for democrats to silently support tyrannical actions that infowars thinks that then-president Barack Obama participates in. The author is Kurt Nimmo. The context of this article, is that this article was written in 2009 referencing a cyberbullying bill that was passed. Infowars, is a very right leaning media outlet. They target other conspiracy theorists, or “deep state” believers, and the people they target are mostly, if not all, are republican. The author is also very right-leaning, as he voices his displeasure with the democratic party, and mentions that the democrats are supporting tyranny. The article shows how far some conspiracy theorists go, and I do not agree with the contents of the article. I believe it’s mostly opinionated with a touch of insanity, while also an article that doesn’t have many facts integrated into it.

The subject of this article was about Melania Trump condemning cyberbullying online. The author for this article is Marina Fang. The context for this article, is Melania Trump condemning cyberbullying, which has been one of her main attacking points as the first lady. This article points out the hypocrisy in her statements, as the author explains how her husband is doing what she says is not okay. The author is an MSNBC contributor, which usually leans towards the liberal side of the spectrum. The significance of this article is to point out the hypocrisy of the Trump’s by saying that Donald partakes in all the things Melania says is wrong. I mostly agree with article, especially in the sense that the Trump’s are not following what one another says, and that there is some sort of disconnect with the first lady and the president. The first lady is arguing against cyberbullying, but ironically her husband is participating in cyberbullying daily.

The subject of this article was about how some social media firms were failing to “tackle” cyberbullies. There is no posted author on the article. The context for this article was that some social media firms are failing to recognize and neutralize that effects that cyberbullying has on teenagers and kids. It explains how social media firms and accounts should be held more accountable for online attacks, at least according to people that have been on the receiving end of online harassment, and parents of these people. There seems to be no bias in this article, as it mainly uses percentages and facts in its claims. The significance of this article is to help social media firms realize that they need to do something about online cyberbullying. I agree with the article, as instagram and twitter need to do a better job regulating online harassment and abuse. 
The liberal and objective ones are somewhat similar, as they are both saying people need to be accountable for online harassment. The info wars article is more of a rant on so called tyranny, while the other articles seem to be more civilized when explaining there viewpoints. I mostly agree with the BBC News article, as it displays why social media firms need to intervene with online bullying, by showing the reader facts and percentages to help further strengthen their claim.

Conceptualizing the Issue and Assessing Types of Action
1. I chose cyberbullying because I believe that cyberbullying is prevalent today, especially with teenagers. It’s a disease that has been integrated in countless high schools, including mine. 
2. I think people are getting excessively harmed by cyberbullying and I think it’s really threatening towards the younger members of society. People that are on the receiving end of cyberbullying sometimes lash out on themselves, which is something we should try and prevent.
3. I think parents should be more involved in seeing what their kids say about one another, and for kids to have the awareness of what cyberbullying can do to a person. 
4. I’m following  @TheCybSecGuard,  @AntiBullyingPro,  @CybersmileHQ,  @SCDHQ, and  @onlinebullying because they demonstrate and explain why cyberbullying is harmful to young kids, and they detail what the parents of a cyberbully should do to prevent further cyberbullying. Here is a tweet that sums up the cyberbullying cause perfectly. From @SCDHQ, “ We are working for a truly inclusive internet without bullying, harassment and abuse.”
